Section 538 · Paragraph 519. Rates of payment for copies supplied to private individuals or bodies

Except as required by law or regulations, copies of government correspondence and records should be made to private individuals or bodies only occasionally. For example, it would be improper for information collected for police purposes to be communicated to commercial firms for use in advertising. (See also the Government Orders Book). When the Superintendent of Police is in doubt about the provision of copies of government documents, except as required by law or regulation, he should refer to the Inspector General for orders. When copies are made to private individuals or bodies, payment should be made as follows:
(1) One rupee for a copy not exceeding 1,500 words.
(2) An additional charge of 1 rupee (12 paise) for every 300 words exceeding 1,500 words.
(3) In calculating charges, each statement, report, etc. should be treated as a separate document and charged for separately.
(4) The rates for copying documents in Hindi or Urdu will be the same as for documents in English.
(5) If a copy of any book, register, map, or plan is to be made, the Head of Office should fix a suitable charge.
In all cases, the copying charges should be collected in advance and deposited as receipt under the head "Receipts - 19 Police Miscellaneous." Copies should be made by the ordinary staff of the office concerned without any extra remuneration. However, if absolutely necessary, in times of pressure of work, a copyist may be employed for this purpose on a temporary basis.
All applications for copies, except those copies of orders which Government servants are entitled to receive free of cost under paragraph 77 of the Government Orders Book, shall be subject to the payment of the court fee prescribed under Article 1 of Schedule II to the Court Fees Act, 1870 (Seventh Act of 1870), as amended for its effectivity in Uttar Pradesh. Except in the case of copies of orders which Government servants are entitled to receive free of cost, the copies shall be issued on a stamp of the value prescribed under Article 24 of Schedule I-B of the Indian Stamp Act, 1899 (Second Act of 1899), as amended for its effectivity in Uttar Pradesh, to be produced by the applicant himself.
The copies need not be written on printed paper (copy stamp).
