These penalties will be imposed only when absolutely necessary in the interests of discipline. Before imposing or proposing a penalty, the Assistant Superintendent, Deputy Superintendent, or Reserve Inspector should consider whether a reprimand would not suffice. To ensure that the Reserve Inspector's power of reprimand is properly exercised, a Recorder's Book (Police Form No. 277) will be maintained in the reserve line. In the case of first and second offenses, minor misdemeanors will be entered in this book, and the wrongdoer's thumbprint or signature will be obtained. Only those unrepairable offenses should be sent with the register to the Superintendent of Police for punishment.
