Section 513 · Paragraph 495. Disposal of insignificant cases of misconduct in the command room

Insignificant cases of misconduct and reports of trivial breaches of discipline by members of the police force not above the rank of head constable should, as far as possible, be settled by inquiry in the orderly room if the accused is at headquarters. The Superintendent of Police or the gazetted officer in charge of the headquarters should establish an orderly room in the lines or police station on two or three fixed days a week. In such cases, Form No. 133 of Section 7 will be replaced by Form No. 103 of the Orderly Room Register. The Reserve Inspector will fill in the four columns of this register and assemble the persons whose presence is required. The penalties enumerated in paragraphs 478 (c), (d), (e) and (i) of Section 103 may be imposed after the proceedings. Any member of the Force may be permitted to attend the orderly room to make a personal application or representation, provided that he may be excused from duty and shall notify his intention in writing to the officer to whom he is immediately subordinate. If that officer is satisfied that the applicant is entitled to be heard in person, he shall affix his signature to the notice and direct him to attend the orderly room with him. If he withholds such permission, he shall report his reasons in writing to the Superintendent.
