All Class A persons with history sheets, both starred and unstarred, will be subject to these surveillance measures. The Station House Officer, under the control of the Superintendent and the Circle Inspector, will have to regulate the intensity of the measures to be applied in each particular case according to the suspected person's believed temporary activity.
Thus, the movements and absences of all Class A persons should be reported to the police station, but they need not be verified by means of check slips if they are suspected. Similarly, while the reputation, habits, associations, income, expenditure, and occupation of the persons in question, whether starred or unstarred, must be investigated once a year through local investigation by the Station House Officer or a Sub-Inspector under his direction, or with even more frequency, such investigation should be conducted semi-annually, in the case of persons, whether starred or unstarred, believed to be temporarily employed.
