Section 462 · Paragraph 450. Permanent promotion by Superintendent of Police to the posts of Head Constables of the Civil and Armed Police

Permanent promotion to the posts of Head Constables of the Civil and Armed Police is made by the Superintendent of Police (subject to the control of the Deputy Inspector General of Police) from amongst constables who qualify under Para 454 or have been selected under Para 455. Under these provisions, constables of the armed or civil police promoted to the post of head constables shall be on probation for one year. Their appointments may be confirmed by the Superintendent of Police immediately after the expiry of the probationary period, if their work is found satisfactory. On the other hand, the Superintendent of Police may revert the probationary head constable to his substantive post of constable, if his work during this period is found unsatisfactory. However, before passing the order of reversion, he should supply to the concerned head constable in writing the specific complaints and grounds on which it is proposed to revert him to his substantive post and ask him to show cause why he should not be reverted to his substantive post and give due consideration to his explanation. If for any reason to be recorded in writing the Superintendent of Police is of the opinion that the Head Constable in question is still not fit for confirmation, he may, taking care to communicate the reasons for the postponement to him, extend his probation for a period not exceeding one year. It may be further noted that in such cases the order of confirmation, when actually passed, will take effect from the date on which the extended period of probation expires.
