Section 390 · Paragraph 380. Hospital establishment under the control of the Medical Department

The hospital establishment is under the control of the Medical Department, and the Superintendent of Police has no power regarding the appointment, leave, promotion, punishment, or dismissal of hospital staff. However, he may make representations on these matters to the Civil Surgeon or, through the Inspector General of Police, to the Inspector General of Civil Hospitals.
Except for the Medical Officer-in-Charge, the salaries of the establishment are drawn and disbursed by the Police Accountant.
The allocation of European medicines (and hospital requirements) in the police budget is at the disposal of the Inspector General of Civil Hospitals, who then apportions them among the Civil Surgeons. The expense of purchasing quinine for distribution among the personnel in the Reserve Lines, police stations, and outposts is debitable to this head. Bills debited to this head should be sent to the Civil Surgeon for payment.
Any other medicines required by the Civil Surgeon should be purchased separately by the Superintendent of Police from the contract item.
While under treatment, no police officer shall leave the hospital on any pretext except with the express permission of the Civil Surgeon or the officer in charge of police treatment. Absence from the hospital without permission should be treated as a breach of discipline. Forms 73, 74, 77, 82, and 302 should be used for patients under treatment. Of the two orderlies assigned to each hospital, one should be a Brahmin and the other a Muslim. These orderlies will be responsible for ensuring that no food other than that prescribed is sent to those in charge. The hospital should be inspected daily by a Reserve Inspector or a Gazetted Officer, and any case of negligence or disobedience on the part of hospital orderlies should be reported to the Civil Surgeon by the Superintendent of Police.
A register of admissions to the hospital should be maintained in three volumes, each of which should be numbered separately.
(1) For all armed police, including one volume for mounted police;
(2) All civil police of the district treated at the Headquarters Hospital;
(3) Government Railway Police, constables from other districts, orderlies, peons and others not included in (a) or (b). Place of posting should always be given.
