Section 239 · Paragraph 230. Starring the history sheet

If a person subject to a Class A history sheet is considered so dangerous or incapable of reform that he requires more secure surveillance than is normally required for that class, he may be starred by order of the Superintendent. Here again, the fact that a person subject to a history sheet is starred necessarily indicates only that he is to be kept under continuous surveillance for a long period. It does not necessarily indicate that he will be under intense surveillance for as long as it continues. The purpose of being starred is in respect of offenders who are believed to be temporarily active. The District Superintendent of Police cannot give an order for the starring or for the withdrawal of surveillance of a person subject to a suspected history sheet of the Railway Police without the consent of the Superintendent of Government Railway Police.
