When the Collector opens famine relief work and poor houses during a famine, he will send a sum of money to the Superintendent of Police to assist the wanderers within the district, to be used in every police station in the affected area. The officer-in-charge of each police station will supplement his advance from the balance, which the Superintendent of Police will retain, and the Superintendent of Police will reimburse his advance from the Collector. The officer-in-charge of a police station will instruct the Chowkidar in his division to escort or direct any hungry and wandering people they encounter to the nearest relief center (poor house, relief work, or police station, as the case may be). The system of escorting the rounds by constables should also be organized to search for hungry wanderers in likely locations such as truck and district roads, temporary rest houses and inns, and streets and byways in towns and villages, and direct them to the nearest relief center. Constables and Chowkidars should not use any force. If the wanderer refuses to go to the aid station, he should be left alone. If he is too weak to walk, he should be assisted or carried there. The expenses of transportation and food en route can be paid from the famine advance and in emergency cases this can be done by a constable or watchman without reference to the officer in charge of the police station.
