Section 252 · Paragraph 243. Opening of history sheet of juvenile convicted offender

The orders in the above three paragraphs apply to juvenile and adult prisoners and suspects, but special care must be taken before passing an order for the preparation of a history sheet in the case of juveniles. If a juvenile offender is ever sent to the Bareilly Juvenile Jail upon conviction, he or she will receive special treatment. His or her police registration slip, if prepared, will be returned by the Superintendent of the Juvenile Jail to the Superintendent of Police of the concerned district, one month before the expiry of his or her detention period, along with a statement stating why the juvenile offender should be released from police surveillance upon release. Upon receipt of such endorsed police registration slip, the Superintendent of Police will file a history sheet for the offender and issue an order to the concerned station house officer not to subject him or her to any form of surveillance. This reduction of the rules will not be applicable to the following categories of juvenile offenders on police registration upon release from the Bareilly Juvenile Jail:
(a) Those whose conduct, during detention, is considered by the Superintendent of the Juvenile Jail to indicate that they have not benefited from the reformative training course.
The normal procedure will be followed in respect of these two categories of police registered juvenile offenders. In every case, one month before release, the Superintendent of the juvenile will send a police registered slip to the Superintendent of Police of the resident district, in the case of Category B juvenile prisoners, along with a report on his behaviour in jail. On release, previously convicted juveniles will be subject to the general rules relating to supervision.
Members of criminal tribes and juveniles convicted more than once will not be admitted to Bareilly Jail. The above will be subject to the rules of the Criminal Tribe Handbook.
