The classification of history sheets into categories A and B is based on the principle that while there is always hope for reforming the conduct of those convicted of robbery, burglary, cattle theft, or theft of goods from railway wagons, experts in miscellaneous crimes are, as a rule, incapable of reform. Therefore, the classification is based solely on the nature of the crime in which the suspect is suspected of being involved and is intended solely to regulate:
(1) The length of time a suspect should generally be kept under surveillance in the absence of any complaint against him.
(2) The nature of surveillance his activities require. The type of surveillance to be applied to a suspect will depend not on his classification but on the extent to which he is believed to be active at any given time.
