At every police station, two lists will be maintained of all persons on history sheets within the division. One list will be for Category A and Category B.
These lists will show name, caste, residence, previous convictions, date of opening of history sheet; date of "starred" and "over-starred" (in the case of Category A suspects only), and date of cessation of surveillance, and will include a column for accused persons. When a Category A suspect is starred, a star will be marked in red ink against his name in the list for Year A. Names on each list will be serialized at every police station (Format 1), the serial number will never be changed. When a new history sheet is opened, a new serial number will be assigned to him in the appropriate list. When surveillance of a suspect is discontinued, his history sheet serial number will not be reused until surveillance is resumed. At the headquarters of each district, the Station House Officer (SHO) will maintain a similar list in English for the categories of suspects, with the Superintendent of Police as his spokesperson. The serial numbers of the Headquarters and Station House Officer (SHO) lists will be identical. The Headquarters list should be kept up-to-date and used during station inspections for investigations and in all matters dealing with crimes.
In the column for companions on the history sheet, the serial numbers, classes, and letters of those companions who are also on the history sheet should be shown, for example, A, 7, C-9.
