Persons with a history sheet of category B will be subject to measures (c), (d), and (e), but not to measures (a) or (b), unless the nature of the crime they are involved in requires their application. Thus, while it is necessary to forcibly search for telegraph wire cutters or to blockade their houses at night, these methods of surveillance against commercial fraudsters will be futile.
Similarly, although all persons with a history sheet of category B must report their absence from home to the police station, and although all such persons will be obligated to have their activities verified, such verification is not required if it is clear that it will serve no beneficial purpose. It will almost always be necessary to verify the activities of a poisoner or a pickpocket, for example, but verification of a local thug is rarely necessary. In such cases, the police station in-charges are expected to use their discretion prudently, taking into account the circumstances, absence of the criminals and the nature of the crime in which they are involved.
