No Court shall take cognizance of any offence punishable under section 30, or under section 31, or under clause (a) of sub-section (2) of section 33, unless there is a complaint made by an order of, or under authority from 1[the State Election Commissioner.] (6) Powers of requisitioning for election purposes.
