The Chief Municipal Officer shall cause to be prepared for each department, i.e. Water works, sanitation, lighting and office estimates for the stores required during the ensuring year in the following Form :-
This estimate shall be accompanied by a clear statement showing how the estimated requirements have been arrived at.
