धारा 4 · Technical Sanction and condition for taking up works

(1)

No original work shall be undertaken by the Administration unless, -

(a)

technical sanction of the competent authority has been obtained;

(b)

it has in its employ an Engineer possessing qualifications and experience prescribed under Rule 9

(2)

The Administration shall be bound during the execution of work to give effect to all modification and to conform to all conditions imposed by the sanctioning authority with regard to such work.
