Section 2 · The election shall be held by the Secretary, by secret ballot, by single transferable vote in accordance with the rules laid down in Chapter II of the Advocate Act, 1961 relating to the election of Chairman or Vice-Chairman, who shall also act as Returning Officer under these rules
