A person intending to act as a transmission licence shall, immediately on making the application, forward a copy of such application to the State Transmission Utility (STU), as the case may be. The STU shall, as the case may be, within thirty (30) days of receipt of the application send its recommendations, if any, to the Commission. The Commission shall insider all suggestions or objections and the recommendations, if any, of the STU. Provided that the recommendations shall not be binding on the Commission.
