(1) The National Commission shall have the authority to lay down, from time to time, such adequate standards for better protection of the interests of consumers in consultation with the Central Government and for that purpose shall exercise administrative control over all State Commissions in the following matters, namely:-
(a) monitor the performance of State Commissions in terms of disposal of cases by calling for periodical returns regarding institution, disposal and pendency of cases;
(b) investigate any allegations against the Chairman and Members of the State Commission and submit the investigation report to the State Government concerned with a copy endorsed to the Central Government for necessary action;
(c) issue directions regarding adoption of uniform procedure in hearing of cases, early service of copies of documents submitted by one party to the opposite party, translation of judgments written in any language into English, expeditious grant of copies of documents; (d) survey the functioning of the State Commission or the District Commission either by inspection or in such other manner as the National Commission may order from time to time, with a view to ensure that the objects and purposes of this Act are best served and that the standards set by the National Commission are implemented without interfering with their quasi-judicial independence.
(2) There shall be a monitoring cell to be constituted by the Chairman of the National Commission to survey the functioning of the State Commission from the administrative point of view.
(3) The State Commission shall exercise administrative control over all District Commissions within its jurisdiction in all matters specified in sub-section (1).
(4) The National Commission and the State Commission shall, from time to time or whenever required, furnish to the Central Government, in such form or manner as may be prescribed, any information including the pendency of a suit.
(5) The State Commission shall, from time to time or whenever required, furnish to the Central Government, in such form or manner as may be prescribed, any information including the pendency of a suit.
