धारा 27 · the establishment

Character. The character of a person for direct recruitment to the service in the opinionof the Appointing Authority must be such so as to render him suitable in all respects forappointment to the service. The opinion of the Appointing Authority in this regard shall befinal.Note: Persons dismissed by the Union Government or by a State Government or by a LocalAuthority or a Government Corporation owned or controlled by the Central Government or State
