धारा 5 · Section 5

Notwithstanding anything contained in these Rules relating to the appointment of the employees, the executive Chairman of the State Authority is authorised to make initial appointments and no appointment of the employees under these rules can be made without prior approval of the Executive Chairman of the State Authority.
