(1)
Notwithstanding anything contained in this Act, or in any other law for the time being in force, in respect of Sholinghur [Third Grade Municipality], which cannot be constituted on the 25th day of October 2001 even after resorting to election process, the Government may, by notification, appoint special officer to exercise the powers and discharge the functions of the said [Third Grade Municipality] [Substituted for the words 'Town Panchayat' by the Tamil Nadu District Municipalities (Amendment) Act 2004 (Tamil Nadu 24 of 2004)], until the day on which the first meting of the said [Third Grade Municipality] [Substituted for the words 'Town Panchayat' by the Tamil Nadu District Municipalities (Amendment) Act 2004 (Tamil Nadu 24 of 2004)] is held after election to the said [Third Grade Municipality] [Substituted for the words 'Town Panchayat' by the Tamil Nadu District Municipalities (Amendment) Act 2004 (Tamil Nadu 24 of 2004)].(2)
