(1)
The President shall exercise such powers and perform such duties he considers necessary in furtherance of the objects for which the Council is established.(2)
In case of urgency, the President may take necessary action and intimate the fact to the Executive Committee and the Council;Provided that no such action shall be taken in anticipation of approval in matters of policy involving an expenditure of Rs. 10,000 (Ten thousand) from the sanctioned budget.(3)
If the office of the president is vacant or if the President for any reason is unable to exercise the powers or perform the duties of his office, the Vice-President shall act in his place and shall exercise the powers and perform the duties of the President.Your private note on this section
