NR Rules 8Chapter I · 1. Definitions. - (a) "roll" means the roll of persons entitled to vote at an election under these rules.
Section 8 · If any question arises as to the intention, construction or application of any of these rules, which in the opinion of the Returning Officer should be referred to the State Government, the Returning Officer shall refer such question to the State Government whose decision thereon shall be final
