(1)

The annual accounts of the receipt and expenditure of a Municipal Council shall be made up to the last day of every financial year and shall be prepared in the Form No. 116 and shall be accompanied by memorandum explaining the principal differences between the estimate and the actuals.

(2)

The Chief Municipal Officer shall as soon as may be, after the end of the financial year cause to be prepared the annual accounts referred to in sub-rule (1).
