What to attach

A copy of the original RTI application and proof of the fee.
The PIO's reply, if any. If none, state the date the 30 days ran out.
No fee for a first appeal (Central); check the State's rules.
No decision, or a bad one: second appeal to the Information Commission within 90 days (s.19(3)).
